		<description>Oh, yes. Absolutely. Every library I have been to out here in the Bay Area has it's recognizable homeless "regulars" who are there nearly all day every day. The Santa Rosa Central Library is probably about 75% homeless patrons at any given time. And without these places being open (and very tolerant of their patrons physical condition) a whole lot of people would be getting soaked by the winter rains because there is not a damn other place  to go indoors in most cities where you won't get boosted back out again if you're not spending money.</description>
